Sometimes, before the annexation, the city may enter into agreements with landowners that may not be annexed for some time. These agreements, which are mandatory for twenty (20) years, constitute an obligation of annexation between the city and the owner of the land, according to agreed conditions. After the city and the landowner have agreed to all the conditions, the City Council will review and pass a by-law authorizing the mayor to sign the agreement. At this location, the owner is either attached or the agreement is registered and used with the county when the property is adjacent to the city boundaries. The inhabitants of the commune, attached to O`Fallon, benefit from complete police protection, a substantial reduction in water prices and road maintenance in exchange for the payment of urban taxes. Lower water prices and possibly home insurance, as well as increased services, will most likely offset all new property taxes. In some cases, the annexation is subject to the approval by the owners of the property and the city of certain conditions. Problems could be the timing of water or sewer supply, a specific area classification of land or proposed town planning plans. Due to the demand for A.Fallon, the city may decide to annex growth areas. O`Fallon thinks that if not today, then at some point in the future, we can expect to offer services to the people of the area. However, the ability to plan these services effectively is often limited by our current limitations. To continue to grow, the city must expand its borders to unincorporated real estate. Annexation without a plan of unsealed zones can lead to inefficient provision of services, which means that residents pay more for the services they receive.
It is essential that any annexation be in the best interests of the city and the landowner. O`Fallon believes that it is more advantageous for everyone that annexation, like any growth, be carried out according to a well-thought-out plan. The city wants to annex future areas that it can use efficiently and naturally.
